The answer is that it is a law enforcement matter, as law enforcement, judges, and lawyers are responsible for determining the punishment for the criminal based on the nature of the wrongdoing. Is the response to wrongdoing focused on discipline and containment or a medical approach with treatment as the key component? In this case, it would be a medical model, as treatment would be provided to the individual(s) involved. Is wrongdoing solely a result of an individual's chosen behavior, or are external environmental factors beyond the individual's control also to blame? This can be a combination of both, as the individual may choose to engage in wrongdoing while external factors like living in a disadvantaged neighborhood may also influence their actions (Garrison, 2009 & White, 2013). Examinations can influence the exercise of power in government affairs and the study of nature and origin of ideals, all of which are important in law enforcement agencies. Researchers must conduct unbiased examinations following traditional standards in order to control event resolutions. The researcher's theoretical probability and lack of political bias are crucial for their findings to be accepted. It is important for analyses to remain neutral, as a perceived bias could undermine their credibility with decision makers. The purpose of examinations is to provide valuable insights to key individuals within the council, influencing policy decisions and actions that will be taken. Ultimately, the politics and authority within the council will determine the outcome and implementation of policies based on the researchers' findings.The planning administrative division is responsible for managing the second level of planning, implementing decisions on goals, and incorporating policy into the curriculum. It is crucial for the supervisor to be informed by the council about policy, and then seek out the necessary practical details related to a specific workforce issue. Ultimately, the authority for making decisions on implementing changes lies with an individual decision maker. Analysts must understand the position of decision-making power in order to determine the extent of their analysis. From an administrative system with widespread influence (Hall, 1989) in government or public affairs, decision making in politics also involves the concept of political timing. For example, the British Navy introduced lemons into the crew's diet over 263 years ago to combat disease, following medical evidence of their effectiveness. Despite the link between smoking and lung cancer being established in 1950, it wasn't until the 1990s that a government policy was implemented to prevent smoking in individuals under 18 (Lomas, 2000). To provide various control establishments and stakeholders with an examination focused on discovering and interpreting new knowledge, three processes are employed. One – researchers exclude a portion of the study and dismiss the results when they challenge the findings. Two – studies concentrate on clauses and subtle variations in data, but focus on clauses and limitations not widely accepted in public policy. Three – using the same data, conservatives present established facts and policy makers create a government-approved course of action. Ross & Shapiro suggest that government-approved courses of action resulting from studies can influence governance and determine the value of the research or examinations (Ross & Shapiro, 1999). According to Weiss (1982), the success of examinations aimed at discovering and analyzing processes is crucial for government decision-making. There is no single correct opinion in government judgment, and examination outcomes may not be fully understood or trusted enough to conclusively resolve policy disputes. Researchers without the authority to make policy decisions typically do not see their recommendations adopted by the government. Government actions are often influenced by researchers who provide information that aligns with the government's interests. The decisions made by government officials are typically slow to change and are based on their comfort level with the situation. In conclusion, using research to support a predetermined policy position is seen as a valuable practice in government affairs as it provides a broad understanding of the analysis being conducted.

One important aspect of the course of action process is the independent, logical approach that courses provide. The stakes are high, and some topics may be subject to debate by special interest groups. In order to maintain credibility, the data must be supported (Ross & Shapiro, 1999). Researchers should avoid engaging in political discussions about the implications for future policy making. When analyzing outcomes and information from authorities, individuals should remember that authorities control complete information. Additionally, information can be interpreted in various legal ways, and the choice of possible explanations may arise from government actions, all of which have equal validity (Ross & Shapiro, 1999). This can apply to both qualitative and quantitative research.

Qualitative data in this document includes information and opinions on various levels, providing training and understanding for policy deliberations, addressing dilemmas, and developing answers over time (Rist, 1994). These values represent non-numerical categories and are essential for estimating information, analyzing past data, and evaluating development needs (Bennett, Briggs, & Triola, 2009; Rist, 1994). Research is crucial for law enforcement policies to determine existing policies' effectiveness and the need for new additions. Researchers must carefully analyze collected information to decide its relevance and applicability in policymaking. Ultimately, the government has the final say on utilizing the research findings, highlighting the importance of informed decision-making in law enforcement research (Rist, 1994). Researchers must possess the necessary knowledge and skills to discern when specific data should be utilized for policy development.
