Traffic consists of pedestrians, street cars, ridden animals, bicycles and other motor vehicles. The enhancement of technology and the start of urbanization have transformed the standard living of individuals in travelling and moving goods and commodities from one place to another. These changes brought difficulty and problem of travelling due to the unavoidable traffic congestions especially at rush hours. However, traffic problems are part of daily life of motorists these days. Typical events which disrupt the flow of traffic into a disorganized mess such as road construction, collisions and debris in the roadway are the cause of road user’s frustrations.

Traffic law enforcement remains one of Philippines biggest problem in this day and age. Traffic rules and regulations are very important to enable the safety and convenience of individual and to prevent damages and casualties among individuals. Road users usually experienced poor implementation of traffic rules and regulations by traffic enforcers who maybe lack of knowledge about traffic management.

The hard work of city officials and public agencies concerned with traffic management provides the abrupt answer to motorists who suffer from different kinds of traffic related inconveniences.

Vehicles often come into conflict with other vehicles and pedestrians because their intended courses of travel intersect, and thus interfere with each other's routes. Some signs, such as the stop sign, are nearly universal. When there are no signs or markings, different rules are observed depending on the location. These default priority rules differ between countries, and may even vary within countries. Trends toward uniformity are exemplified at an international level by the Vienna Convention on Road Signs and Signals, which prescribes standardized traffic control devices for establishing the right of way where necessary.

Crosswalks or pedestrian crossings are common in populated areas, and may indicate that pedestrians have priority over vehicular traffic. In most modern cities, the traffic signal is used to establish the right of way on the busy roads. Its primary purpose is to give each road a duration of time in which its traffic may use the intersection in an organized way. The intervals of time assigned for each road may be adjusted to take into account factors such as difference in volume of traffic, the needs of pedestrians, or other traffic signals. Uncontrolled traffic comes in the absence of lane markings and traffic control signals. On roads without marked lanes, drivers tend to keep to the appropriate side if the road is wide enough.

Drivers frequently overtake others. Obstructions are common. Intersections have no signals or signage, and a particular road at a busy intersection may be dominant – that is, its traffic flows – until a break in traffic, at which time the dominance shifts to the other road where vehicles are queued. At the intersection of two perpendicular roads, a traffic jam may result if four vehicles face each other side-on. Safety and efficiency to travel is the only mindset of a driver when he/she travels but this remains inaccessible in many part of our country especially in Metro Manila. This remains a challenge to those who are involved in traffic control and management.

STATEMENT OF THE PROBLEM:

The traffic problem had badly affected the movement of vehicles, commuters as well as the transportation of goods and services. Passengers are witnessing the continuous deterioration of the public transport system.

The main objective of this study is to look into the traffic rules and regulation implemented in Caloocan City especially along 10th ave. A. Mabini to Rizal ave.

Via LRT.

On this problem, the following questions will be taken into consideration. 1. What is the present management agency that handles traffic problems in Caloocan City? 2. What are the major causes of traffic congestion along 10th ave. A. Mabini to Rizal ave. Via LRT? 3. What are the estimated percentages of vehicles or commuters during peak hours or lack hours? 4. What are the benefits of the implementation of traffic rules along 10th ave. A. Mabini to Rizal ave.

ASSUMPTION:

For more comprehensive analysis, the root cause of traffic congestion was the illegal terminal of public utility vehicles, illegal pick up of passengers, counter flow of vehicles, illegal parking, illegal sidewalk vendors, jaywalk and colorum vehicles. The researcher assumed the following:

1. It is because of lack of discipline between the motorists and among the sidewalk vendors as well as the public that they cause traffic congestion.
2. Lack of knowledge about the traffic laws and regulation.
3. The vendors that occupied the sidewalk space blocking the way of the public and also those drivers that load and unload at the places they wanted.
4. The possible solutions of worsening traffic condition are a relocation of public market and educating traffic enforcers as well as the public about the laws and regulations that had been implemented.

5. Making foot bridges or overpass so that the public will not disturb the flow of vehicles.

SIGNIFICANCE OF THE STUDY:

The importance of this study is to find out the root problem regarding the aggravating traffic condition, know the existing or implemented traffic laws as well as the traffic violations done by the motorists and also to know the immediate possible solutions of the worsening traffic circumstances.

SCOPE AND DELIMITATION:
This study is focused to the analysis of traffic rules implemented by traffic enforcers along 10th ave. A. Mabini to Rizal ave. Via LRT. More specifically, the following aspects of traffic management are analyzed such as:

1. The capability of the present agency and enforcing unit that handles traffic problems in Caloocan City.
2. The causes and effects of traffic congestion in Caloocan City along 10th ave. A. Mabini to Rizal ave. Via LRT.
3. The different traffic rules and regulations implemented in Caloocan City 10th ave. A. Mabini to Rizal ave. Via LRT.
4. The common violations committed by road users in Caloocan city.
5. The role of traffic enforcers in enforcing traffic rules and regulations.
