The circular shape is used to form heads for the individuals and it is formed due to shapes overlapping. Throughout the artwork, the artist also used many organic shapes. For example, the arching of the Brooklyn Bridge causes there to be an organic shape formed. The light on top of the lamp post forms an organic shape as well.
