New York Congressional district twenty- one counties are located in the upper North part of New York. Majority of these counties are located in the rural parts of New York.
Majority of voters are farmers, and local business owners. Most of these counties rely on agriculture as a main source of income. In order to win this district, we must focus on key important issues that voters care about. Understanding the demographics of this congressional district and how it is related to the issues will help paint a better description of the district.
Agriculture is a main source of income for this district, according to current congressional representative Stefanik “35,0000 New York Farmers bring in over $5 billion dollars in sales and majority are employed through farms.” (“Agriculture”).
This is important because it is related to the type of issues that voters have. For example, some of the many issues addressed in a congressional debate are “Tax-cuts and climate change” (C-Span,).
Issues such as tax-cuts and climate change are important for this district because it is a main source of income for this district. Problems with climate change affect the jobs of thousands of farmers and make it harder for them to be able to grow their crops. Also issues such as “providing tax relief would make it easier for farmers to perform in New York” (“Agriculture.”). With majority of the population being involved with agriculture, polices such as tax relief and tax cuts make sense for this district because they affect one another.
By highlighting these issues that affect the farmers who are majority of voters will help gain votes that are necessary to win this district.
Important statistics to take in account in this district are the median house hold income and college education rate. According to Ballotpedia “The median household income for district 21 is $48, 759” (“New York's 21st Congressional District.”). When comparing this to the “National household median income which is $57,652” (US Census Bureau) congressional twenty-one is below the average of the rest of America. This means that this district is a fairly poor district and policies such as raising taxes would put this district at a disadvantage. This statistic influences the sort of issues and policies that certain candidates want to resolve. For example, Congressional incumbent for this district, Stefanik “Voted no on the tax plan because New Yorkers should not be double-taxed” (C-Span).
Also the the college graduation rate is low in this district, according to Ballotpedia “The college graduation rate in district twenty-one is 21.7%” (“New York's 21st Congressional District.”). According to the National Center for Education Statistics “The National college graduation rate is 60 percent” (” National Center for Education Statistics”) this means that district 21 is one of the least educated districts when compared nationwide. The college graduation rate impacts what jobs those individuals in that district will be able to obtain and what their income will be and what economic status they will have. It is like a domino effect, low education effects income which then effects the type of policies that are important to that district. Both the median house hold income and the college graduation rate are important because they help provide a better political description of the district.
An important interest group that has a big impact in this district are the Veterans and Military Families. Certain counties that are heavily influenced by military such as Fort Drum. “The twenty-first district is home to the tenth mountain Division, Fort Drum is the largest employer in the state of New York with approximately 15,069 soldiers and 3,785 civilian workers” (“Veterans and Military Families.”). Also “The twenty-first district is the home of more veterans than any district in New York State”. (“Veterans and Military Families.”) With the majority of veterans and military families being located in this district it has a big influence on what kind of policies a candidate needs to focus on. For example, a main topic addressed in the twenty-first congressional debate is “Transforming the department of Veterans to better serve veterans” (C-Span). Policies highlighted in the congressional debate such as “Cutting back more tax cuts to fund programs such as the department of veterans” (C-Span) are important policies for these voters. This is just an example of the many policies that are addressed and proposed in order to win votes from this interest group.
Another important group are donors. Money determines how successful the candidate’s election will be, without donors most candidates would not be able run. Donors can be part of political parties which influences who and how much they receive. According to a summary of incumbent Stefanik contributors, “A top contributor in district twenty-one is Elliot Management who donated a total of 213,482 dollars throughout 2013 up until 2018.” (“Rep. Elise Stefanik - Campaign Finance Summary.”). By analyzing Elliot Managements top donations, candidates can focus on what donors to please and formulate policies in order to keep. For example, according to a summary of Elliot Managements contributions “The top recipients were all republican with the exception of a few democrats” (“Elliott Management: Recipients”), not only that but “The average amount of donation from Elliot Management was 9,728 dollars to each republican candidates” ( “Elliott Management: Recipients”). By uncovering the amount of donations that are connected to the republican party made by Elliot Management shows the partisanship with the republican party. This is important because candidates do not want to lose these big donors. For example, a candidate receiving a large amount of money from a donor who has a republican partisanship may want to stand with conservatives in order keep their major donor in the future.

There are several factors that influence the type of policies such as the type of employment, interest groups and median income in the district.
