To facilitate this component of the training, we are partnering with Albert Einstein College of Medicine, Bronx, NY, CUNY-SPS, NYC, andthe NCURA(http://www.ncura.edu) forcurriculum development and training, and support participation in its online training programs. In addition to offering two senior research administrators the Advance Certification from CUNY-SPS, we willalso support 2-4 successful workshop participants who wish to have certification in grants management, by facilitating their application for scholarships offered through NCURA, and help them to register in NCURA’s online educational webinars, tutorials, life cycle of award series, NCURA TV and traveling workshops, and most importantly through RACC CRA certification preparation course.

We will support their application and enrolment in certification programs offered by the SRAI (http://srainternational.org/learn/certificate-programs) or through the RACC (http://www.cra-cert.org/cprabodyofknowledge.html) as well. Upon completion, they will receive relevant certification, adding to their professional credentials. They will in turn help in the functioning of the Office of Grants and Research Support and become future trainers.

Through this mechanism we will develop and equip a cadre and community of Indians with skills in grants management across multiple institutions. We will nominate 2-4 participants to apply for NCURA Global Fellowships ($2,000 per person) to support their participation in these educational programs. Support for this concept has been obtained from NCURA (see letter of support). If successful, this scholarship will be used to support their travel to the US to participate in the on-site internship residency program at Einstein at the same time as the CUNY trainees and/or participation at international training conferences.

Dr.Saha, who will lead this initiative, is a “Model Fellow of NCURA” and Einstein is an NCURA designated host institution for NCURA international fellows. In addition, we will also create environment and provide both educational and financial (depending on the available budget) support for a total of 4-6 selected trainees to acquiring the designation of Certified Research Administrator (CRA) by passing the exam organized by the RACC, USA.

F.6.a. On-line training modules and webinars for next generation research administrators: Faculty and staff fromIndia will be able to take advantage of continuous professional development initiatives by participating in online training modules and webinars and attendance at professional meetings. BHU-IMS faculty and staff will compile and disseminate information on online training opportunities to build upon the skills of trainees after on-site trainings and/or participation in the workshops. We will facilitate interested participants in enrolling open source programs offered by the SRAI, Collaborative Institutional Training Initiative (CITI), and grants management training programs offered by the NIH. Attendance at national and regional professional research administrators’ meetings, Trainees will be supported to participate in at least one conferences over theduration of the program. A combination of conference participation and optional course work will facilitateeligibility to sit for the CRA examination, adding to their credentials.

F.6.b. Mentoring of non-ACRA/ACRC Trainees:Non-ACRA/ACRC trainees who apply for NCURA certification will also be mentored. They will also be paired with mentors from the US particularly Drs.Saha and Mukherjee. A mentoring plan will be prepared focussing on their career development goals including plans for certification, and support required to fulfil these goals. The mentoring committee will periodically assess the mentee’s progress from the written report submitted by them and identify areas that needs to be addressed. The mentoring committeewill meet through “Skype” or “Go To Meeting” calls at least quarterly to review each trainee’s progress, or as needed.

F.7. Recruitment of Trainees:

F.7.a.At present faculty members with research projects and their team work in isolated settings due to lack of a dedicated Office of Grant and Research Support. Through this program we will provide training to the following with the aim to develop a OGRS:

  1. Senior administrators to develop research administration leadership;
  2. Faculty members to effectively administer and manage NIH grants; and
  3. Administrative staff working in finance, accounts, procurement of grants to support the development of OGRS

Through this program, administrators in IMS-BHU will not only be able to implement what they learn through this training, help in the development of OGRSbut they will also be able to extend the benefits of the training to other institutions by developing into anInternational Grant Resource and Training Center.

F.7.b Process for Recruitment and Selection:The announcements of trainings will be well circulated within IMS-BHU- amongst allfaculty and relevant staff members. The ACRA/ACRC trainees to be supported by the program will be based on duration of service,grant management position, educational qualification, leadership potential and recommendation of the project advisory board. Applicants deemed eligible will apply directly to the program at the CUNY-SPS. Advisory board members will help in selection of participants based on their 1) role in managing sponsored research; 2) training experience in research administration and financial management; 3) faculty recommendations.

F.8. Sustainability Initiatives:We will take initiatives that the program will sustain after the grant period. The leadership at IMS-BHU- is committed to see the successful completion of the project and it sustainability (see support letter). We plan to use “Train the Trainer” model to train other faculty and staff. We plan to have at least two seminars on the topic where the trainers (those who already trained) will be recruited as well as other experts from the campus or invited faculty from other institutions in India, and our partner, Einstein consultants. We plan to engage the faculty and staff to gather and learn from on online training opportunities for training, scholarship, conferences and workshops.We will encourage our leadership to make resources available and create the OGRS. We plan to have our partner consultants to meet with IMS-BHU leadership to make a “blue print for success,” which will be used to create the OGRS.In addition, with their advanced knowledge, all trainees will help to develop the planned/proposed OGRS, which we plan to turn to a Training Centeras well in IMS-BHU. Moreover, we plan to disseminate the research administration opportunities as a new field of study at nearby universities and colleges to create a critical mass and to train a new generation of research administrators.

F.8.a Post-training administrative functions:The two senior research administrators with the Advance Certification from CUNY-SPS and the 2-4 participants with certification in grants management will take the initiative to start the OGRS which will be facilitated by the leadership in the institution. They will support researchers from the faculty performing NIAID funded research within the context of the research grant life cycle (receipt of award and budget implementation, and managing grant awards. They will train and mentor faculty members and also support faculty members in finding funding, team building, grant writing, budget preparation, application development, electronic submission, communication with sponsors, regulatory compliance management, export control, select agents, conflict of interest, responsible conduct of research, research ethics and integrity, and revenue and financial award management.They will also conduct trainings and coordinate with experts from Einstein and other institution beyond the grant period. They will help in establishing the Institute as International Grant Resource and Training Center

F.9. Evaluations and Assessments:We have developed a questioned based on the experience of Einstein in Rwanda project to assess the knowledge (self-assessment tool) of the participants. We will use the questionnaire to assess the knowledge of the participants before they take the seminar/workshop. The same questionnaire will be distributed, after the seminar/workshop and the results calculated (qualitative, not quantitive). The same tool will be used with other trainees as well. Most importantly, our success will be measured by the number of participants in the conferences and workshops, the number of trainees complete the CUNY Certificate Program, and the number of participants receive CRA certification.

G. Environment:The IMS-BHU is a highly research conducive educational institute conducting over $5 million (UDS) research per year, with several past and current NIAID grants. The overall environment is described under the heading: Facilities and Resources, and Section A.2. Existing Resources. Ongoing/Recent NIAID grants at IMS-BHU:

  1. Visceral Leishmaniasis in Bihar state, India. Funding Agency: NIH-NIAID, Bethesda, MD, USA. (U19AI074321);PI ShyamSundar, Co PI- Jaya Chakravarty
  2. Xenodiagnosis of Visceral Leishmaniasis, Post Kala-azar Dermal Leishmaniasis and Asymptomatic subjects using Phlebotomine Sand Flies. Funding Agency: Bill & Melinda Gates Foundation, USA. PI, Shyamsundar, Co-PI, Jaya Chakravarty
  3. Epidemiology of Visceral Leishmaniasis in Muzaffarpur District, Bihar.Funding Agency: FNIH, USA. PI, ShyamSundar, Co PI, Jaya Chakravarty
  4. National AIDS Control Organization, Department of Health and Family Welfare, Government of India funded ART Centers of Excellence (COE) for HIV Care.

H. Institutional Support and Commitment:The leadership in IMS-BHU recognizes the importance of developing a dedicated Office of Grant and Research Support and Grant Resource and Training Center to produce quality research. They have been involved in the development of this application and have provided letters of support to this effort (see attached letter).

I. Leadership Plan:The PI will manage the project in consultation with the co-investigators. Face-to-face meetings will be conducted as needed basis, and other communication will be conducted via phone and email. While frequent meeting maybe conducted when needed, the PI and co-investigators will formally meet at least two times a month to plan, develop, and execute the proposed project. Other member from IMS-BHU will be recruited as well as leadership of the institution will be consulted at a regular/ongoing basis for successful development and execution of the project. The consultants will be contacted as needed to develop the curriculum, conduct the seminar/workshop and continue mentoring the trainees via phone, SkyPe, and email.

J. Fiscal and Management Coordination: Joint decisions will be taken by the PI and co-investigators regarding the overall management of the project. Each of them will responsible for financial and research administration at their respective institutions consistent with their institutional and NIH policy. Any significant modification regarding distribution of funds between the institutions will also be decided jointly.

K. Data Sharing and Communication Plan:The PI and co-investigators will communicate routinely by phone, email and by Skype phone conference calls with each other as well as the team. All the three institutions IMS-BHU, AIIMS-CCM, New Delhi and Einstein have access to high-speed internet connectivity and excellent facilities. In-person teammeetings will be held at IMS-BHU whereany decisions an communications regarding training andproject operational issues will be agreed upon jointly.

L. Publication and Intellectual Property: Authorship of any publication arising from theproject will be will be based on scientific contributions of the PI, co-investigators, consultants, and other team members as relevant. Decisions regarding publications will be made jointly by the PIs and co-investigators and will be as per respective institutional and NIH policies.

M. Procedures for resolving conflicts:If conflict arises, the PI and co-investigators will attempt to resolve the dispute. If the dispute cannot be resolved by the above mechanism, help will be taken from a senior research administrator from each institution to resolve the dispute. In case the dispute is still not resolved, it will be referred to the advisory board.
