Abstract

The problem of unemployment is the most important one in India today. While this problem is common in nearly all economies, its scar is particularly written about the Indian social life. The Government of Tamilnadu is taking steps for differently abled people for their employment activities by introducing a plenty schemes and make them to be employed either in public or private sector or help them to start new ventures. From this basis, the commissionerate welfare of differently abled department is offering the free course of Diploma in Medical laboratory technology in medical colleges in 12 districts of Tamilnadu, Diploma in Teacher education, cell phone services and maintenance, computer training courses, multimedia training and loan recommended for unemployment differently abled people.

This paper highlights about the career prospects of the free courses and evaluate the beneficiaries list in year wise from 2010 to 2019.

Introduction

The disabled entrepreneurs are a significant contributors especially as regards to their contributions to economic growth, particularly in developed countries such as the UK and the USA, disabilities have risen in recent years in terms of their share of small businesses.

Throughout Tamilnadu the one third of the disabled persons are doing a micro business for their survival.

The Government of Tamilnadu initiated the “Commissionerate for welfare of Differently abled” owned by MSJE provided the different schemes for differently abled people for their self-employment such as giving training like mobile repairing, handicraft making, trade binding, computer multimedia courses, medical laboratory and so on.

The Government of Tamil Nadu has provided complete assistance to the various disabled in the pursuit of maximum and fair inclusion in all facets of the society, through a number of policies and initiatives.

This government has owned 10 government schools, 11 aided schools and five recognized unaided schools for Visually Impaired(VI] children. 11 government schools for Hearing impairment children, 19 aided schools and 36 recognized-unaided schools for HI children. One government school ,12 aided schools and 72 recognized unaided schools for Mentally Retarded children in Tamilnadu. One government school for the severely orthopedically Handicapped children, 10 schools are aided for OH children, four schools are aided for transitional school, one school is aided for leprosy children, 39 school are recognized unaided school for OH children. These 229 schools are running under this commissionerate department. In Tamilnadu all the districts are having the District Differently abled Rehabilitation Center(DDRC). These schools and institutes facilitate with numerous plans to insure that people with disabilities for their welfare measures, scholarship, bus pass, and study tour aided devices.This department offers more schemes for start-ups, employment opportunities, marriage assistance and so on.

Review of Literature

Dr S Rajamohan and E. Saranya Devi 2019[1] have stated about the National Handicapped Finance and Development Corporation (NHFDC). The Ministry of Social Justice and Empowerment has identified NHFDC is one the main concern, by providing grants, handling aid, training and initiatives, etc., the company is supporting the disabled people. The authors outlined schemes and regulations, examined by the government that approved the individuals and specifically stated the amount of borrowers who got a loan each year.

E. Saranya Devi and Dr. S Rajamohan(2019) [2] have stated about the Enterpreneurs with disabilities barriers that are facing in their business environment in a theoretical aspects. The paper stated their issues, problems and challenges faced by the entrepreneurs with impairment.

A.Sathish and S. Rajamohan 2019[3] have evaluated the contributions made by medium and small scale industries in India. All these industries operate in low cost and they have very high potential for success. The study also clearly stated the role of industrial agencies in economic development and progress of India. The study categorically stated that they play a vital role in removing disparities among various classes of society. The study concluded that there is a need for creating various training centers and provide training and developmental assistance to these entrepreneurs. The study has also evaluated the contributions made by various entrepreneurial development agencies established by government in improving the standards of living of people through employment and economic development.

Objective of the study

To study the self-employment free training courses for differently abled people offered by commissionerate for welfare of differently abled people in Tamilnadu.

Methodology: This is a descriptive in nature. The beneficiary lists were collected through RTI department from various districts of government medical college and selective e-journals, government website and so on. Hence it is secondary data sources in nature.

DMLT Training courses for Disabled people in Tamilnadu:

Diploma in Medical Laboratory Technology (DMLT) is a diploma course to enable students to learn about different Medical Lab functions. The course provides students with clinical laboratory testing to understand how to detect, diagnose and manage illness. After this course has been completed successfully, applicants may undertake the tasks such as the analysis of human body fluids, the assistance of the physician concerned with medical diagnosis and the involvement or absence of such micro-organisms in the bloodstream of an individual. The section on DMLT includes preclinical topics such as biochemistry and pathology. The training in laboratory management ethical principles is offered to students who enrolled in the DMLT class through realistic classes, internal assessment, viva-voice and with six month internship plan. At Government Medical Colleges in Chennai, Madurai, Salem Tirunelveli, Thanjavur, Kanyakumari, Vellore, Chengalpattu, Theni, Tuticorin, Coimbatore and Trichy, DMLT free training is provided to the orthopedic and hearing impaired. The trainees are given as Rs.300/-Stipend per month.

The eligibility of Orthopedic and Hearing Differently Abled individuals who are capable of managing and going in or around the Laboratory and would have graduated + 2 course with Biology or pure science group.

DMLT courses support for Self-employment activities:

Medical laboratory technicians may seek employment in research centers, forensic labs, universities, pharmaceutical, military companies and they can start their new lab as per their wish and give job to others.
