With the participation of ten professionals in the study, which was based out in Mumbai and with the use of a questionnaire that required ranking of the top five urban environmental problems in India that degraded the quality of life of the city dwellers and suggesting strategy for the same, the author was able to reach a strong consensus using four phases Delphi that public interventions are necessary to protect the environment.

It was pointed out that since the city lacked to provide sophisticated technical support for cleaner industrial process, it may be helpful to identify and access resources in the U.S. & other developed countries.

It has a wide-spaced scope in conducting studies in the areas where direct opinion of individuals are crucial in order to understand the varied views of the people on the subject matter of study. It also provides equal opportunity to each panel member to present his views without being influenced by the strong players of the game. This reduces the chance of baisedness in conducting the research. Thus, there is strong evidence to enhance the use of this technique in conducting research studies and for making policy decisions, especially in the Indian context.
