Indonesia is a very unique country. Besides its distinct archipelago, we are all living in a place where the differences among races, stratum, belief, and cultures are very widely varied which creates many gaps. Additionally, this country is blessed by its natural resources, yet lack of high quality human resources. So, what is actually the most influent problem solving regarding these problems? Of course the keyword is its education system toward human resource development. Seeing our education today, we may still find lacks.
For instance, even though many of our children nowadays have claimed their right to achieve a proper primary education, many still can’t reach higher education status due to high cost. In addition, not so many children received the same treatment and in each region, for example we may find significant differences of the student in Jakarta from the student in Ambon, or etc. Lastly, our education system still not able to produce a high skilled professionals, whereas we know that global world today is quite competitive, thus how can we compete to the world?
Our Minister of Education and Culture has implemented a new system of education for our people in Indonesia. Most of you have known about Wajib Belajar 9 Tahun, right? Yes, now it was replaced to be Wajib Belajar 12 Tahun or called Universal Primary Education. Why it was called such like that? We have three words here. First, Universal means covering all parts, general, no exclusivity to gender , races, and social stratum. Primary means a level which education grade achieved, in here means scooping the age from elementary to senior high school.
Third, Education which infer to the process of an effective learning that able to develop skills, knowledge, and potential behavior to every child. Actually the implementation of Universal Education was first found by United Nation. It was included in second point of Multi Development Goals (MDGs) program after erasing poverty. And now it is being implemented in our education system. There are main targets regarding to Universal Primary Education. First, increasing rude participant number of student attendance in primary school level.
Secondly, reducing the number of disparity among regions. Thirdly, strengthening service of vocational education sector. Actually our new system, Universal Primary Education, is a very pleasant to ear. See, there will be efforts made to increase the quantity of student attending class. As we’re all understand that our rude participation number is only 18,7% who can continue to higher education level. So it got to be big homework for our minister. Second main problem to be solved is education treatment disparity.
This is also a very bothersome thing that still remains in our country. The article of … said that … From that point it emphasize the importance of same education treatment among student in Indonesia whether it concern about facilitation, rights regarding social status, and etc. This point concerned to increasing high skilled and educated people in every region in Indonesia. Thus, everybody should be treated the same before educations in order to develop human resources in remote area and developing their own region in every aspect related to social function.
The last point of targets in UPE is strengthening the service of vocational education service. The needs of high skilled professionals in our country are in urgent level. Actually the problem today is the difficulties to find high competence teacher in vocational institution. Our government must make efforts to increase high qualified teacher to produce more people that can be utilized for the development of our country’s infrastructure, and able to compete in global market level. Universal Primary Education is already pointing the education aspects that should be fixed.
I confidently support this program. But, I doubt this will go consistently as its previous system wajib belajar 9 tahun. As we can see in the points, this program should involve high socialization to many government branches in Indonesia. Moreover, it must be supported with proper financial factor in improving the facilitation and scholarship to potential teacher. After all of these conditions reached, I do believe that Universal Education will be succeed, and Indonesia’s rank in Education level will rise to be number one in Asia which result high prosperity in Indonesia.
