Teacher evaluation is documenting the quality of teacher’s performance; then its focus shifts to helping teachers improve their performance. The fact that the Baguio Seventh Day Adventist School is an educational institution, it evaluate its teacher performance. According to the principal of the school, evaluation of teachers by the students started in 2002. Then they do it twice a year. The school conducts the said evaluation in order to see if the teacher is efficient in terms of teaching it also serves as the basis of the teacher’s salary.

Other reasons are for the betterment of their school. Since the evaluation is being done manually; the distribution of the evaluation form by the officer-in-charge, and then the students will be rating their teachers by encircling the numbers which corresponds to the performance of the teacher. The officer in charge who is also the principal of school will be calculating the total ratings of all the teachers that the students have evaluated.

This project study lets the students save more of their time in rating the performance of their teachers and writing their comments.

It also lessens the task of the principal in calculating the ratings since this will already be done by the system. With that, the principal can perform other tasks which she/he needs to accomplish. OBJETIVES OF THE STUDY The Teacher Evaluation System aims to automate the current system being used by the institution. Teacher performance evaluation system is being introduced to institutions to assist them in improving their yearly teacher evaluation and widens their knowledge in information systems. This study is intended to develop a system that could be better for the school.

In totality this study aims to produce an effective, efficient, and productive system that lessens the work of the management by providing them an automated way of evaluation and an automated way of computation of evaluation results. It looks forward on how to minimize the time consumption, reduce cost, and to produce reliable output. SCOPE AND DELIMITATION The project focused mainly on the development of a Web-based Information System to keep track the personal performance of each of the employee of Baguio Seventh Day Adventist School.

It provides an automated way of evaluating the performance of each employee. The system can perform addition, edition and deletion, viewing, searching, generation of teacher and printing, it also includes data entry of profiles of teachers. The system allows two types of user, the administrator and the students. However, there are limitations. Only the Administrator can add a record to an employee and a student and view the result of the evaluation to each of the employee of BSDAS, however, the administrator cannot edit the result of the evaluation.

The administrator has the privilege to edit, add and delete the personal information of each of the employees of BSDAS. The administrator can also add, update and delete questions for the evaluation; she/he can add, delete, view, search and update the subject loads of the teachers and can set, view, update and search the academic year for the evaluation period. The administrator can view and print the teacher code. On the other hand, students have the only privilege to evaluate their respected teachers. The system automatically calculates and output the overall rating of each of the employees of BSDAS.

The person responsible for entering student and teachers data will be the administrator namely, Florante Saganib. The researchers are responsible in maintaining the system for 5 days and after that the responsibility will be given to the administrator though he can still call the researchers if needed. SIGNIFICANCE OF THE PROJECT To the Baguio Seventh Day Adventist School, the proposed study will promote a fair and reliable evaluation for the teachers. Admin, to have a better program for faculty development, lessen manual tasks. Teachers, it would give them a trustworthy results.

Students, they can have more convenient way on evaluating their teachers. As for us, researchers, it will help us gain knowledge, a deeper understanding and experience to improve our skills. To the future researcher, the proposed study will help the future researcher as their guide. REVIEW OF RELATED LITERATURE Teacher evaluation plays a key role in educational personnel reform, so it has been an important yet difficult issue in educational reform. Previous evaluation on teachers failed to made strict distinction among the three dominant types of evaluation, namely, capability, achievements, and effectiveness.

Moreover, teacher performance evaluation was usually restricted to task performances, neglecting contextual performance. Most researchers done in teachers’ evaluation were only about college teachers. These papers suggest that teacher performance constructs. After making literature review, critical case study, critical interview and qualitative research, the authors proposed a new construct of teacher performance and make necessary analysis for the construct of reliability and validity in empirical approaches. Teachers’ Evaluation is a process that the management is conducting in schools.

The purpose of this evaluation is for the students to participate and know their professors if they are teaching based on what was established by the school it will also help the management to know if the professors are qualified for their job. The process of monitoring and counting of this evaluation is usually done manually. It takes time before the output would be released. The purpose of this study is to modernize the evaluation process. This would focus on how to lessen the time for the process and how to have a reliable

output. The capability of technology would be used for the improvement of the process. This study would aim to produce an effective, efficient and productive system. The researchers know that in many colleges and universities, students are required to have an evaluation of the faculty performance in delivering the teaching of courses completed at the end of each academic term. The researchers came up with this study in order to analyze the effectiveness of the faculty system of the Lyceum of the Philippines University-Batangas.

LPU aims to have employees who are competent and well-trained. The university believes that improving the employees’ knowledge, skills, attitudes or behavior will not only leading to personal enhancement but also to achieve the organizational goal. Hence the university established a Faculty Evaluation System upgraded into using the Faculty Evaluation System(FES) developed to be used by every campus throughout Cagayan State University. Good student participated in the same numbers and weaker students did fewer online evaluations. Historically, learning was the major concern of education. During the past decades, teaching quality has become added concern of education.

Three reasons for evaluating teachers: to diagnose and help teacher improve teaching, to help students get better teaching quality and to provide a criteria for research on teaching itself. Government and educators made effort to improve teaching. However, there is no systematic record of the development of teacher evaluation process. Therefore, exploration into the development of Teacher Evaluation, its reform and problem become necessary and significant. From day to day process, every one seeks for perfection.

According to Trochism (2006) evaluation is the systematic assessment of the worth or merit of some object and as defined by Hall (2012), evaluation is the processor systematically assessing. He design, implementation and impact of programs, policies on projects evaluation process is indeed a help in improving and enhancing a performance. It is usually done through the use of pen and answer sheet. But due to the invasion of high technology, people have lifted up some process to computerized ones this computerized evaluation system will be a big help because it process data more accurately and quickly.

Evaluation is the process of interpreting a measurement or aggregate of measurements, by means of a specific subjective value or set of values to determine the degree to which the measurement represents a desirable condition. The positive or good evaluation, the judgment that the measurement conforms to our values and thus represents a desirable condition. The negative or poor evaluation, the judgment that the measurement is at variance to our value and thus represents undesirable condition. Characteristics being measured determine which degree and needs of the educational institution.

Teachers are evaluated by students and administrators synthetically. The students’ evaluations are used as a formation to help teachers improve their classroom training ad activities. The evaluations by students are analyzed. If several student make similar complaints about a teacher or about the way of course in taught the teacher gets feedback from supervisor. The article of Teacher and Student Evaluation states that students’ evaluations of teachers have existed for some time and are still a staple in higher education.

Subsequently, a significant body of research exists on student ratings of college instructors, but fewer studies exist on the student ratings of teachers in k-12 setting. Interest in elementary and secondary school students’ perception of teachers emerged simultaneously with the growing interest in classroom observation research. Research on the ability for students to identify effective teaching is limited despite renewed interest (Bill & Melinda Gates Foundation, 2012). TECHNICAL BACKGROUND This study made use of Agile method particularly in the development of the system. Specifically, Extreme Programming was applied.

This has four steps such as planning, designing, coding, and testing. This is appropriate to the development of the system for it helped the researchers create the system in a way that it can be monitored. PHP was used as language in the coding of the project for it is visible for Windows Operating System. PHP is also HTML embedded scripting language wherein it creates web pages and open to access the program for it is a server-side scripting. Environment BSDAS is located at #46 Bokawkan Road 2600, Baguio City, Philippines beside the Baguio Seventy Adventist Church. The school has nine teaching staff including the principal who is Mrs. Myrna C. Esperanzate and the registrar named Mrs. Marita H. Bug-os. Their board of trustees of the high school department is Pastor Levi S. Payoyo. The principal will act as the administrator of the system where in she can access all the data and Mr. Lance who is the computer teacher was assign to be the assistant of the principal in inputting data such as the name of the students and teachers.
