Agriculture which covers even two factors - food and environment - has come to occupy a permanent place on the public agenda. Since we stepped into 21st century, due to the growing peoples ability to produce, the speed of environmental change/climate change is seen as essential and increasing evidence. A coming-of-age circumstance raises a question of how to maximize the quality of life rather than simly profits? A prominent American activist and journalist Michael Pollan, best-selling of world famous author, writer of food rules who dedicated his life to educate in public about the unknown world that is in the food industry says (5): One of the most interesting social movements to emerge in the last few years is the food movement, or perhaps could be described as movements, since it is unified as yet by little more than the recognition that industrial food production is in need of reform because its social/ environmental/ public health/animal welfare/gastronomic costs are too high.

However, organic farms does not necessarily mean environmental friendly farms. From the environmental point of view, agriculture has been the major land use activity in Europe. Sustainable farming is crucial to us and our future generations for the provision of food products and the quality of life. In fact, in agriculture farmers have a dual task: to produce food products and at the same time to protect the nature and preserve biodiversity. The statistics from food system is heavily implicated in climate change. Therefore, natural resources should be used prudently and modern agriculture must be implemented in order to protect environment. This evidence required a lot of discussions and legal changes. The EU input in angriculture towards environmental sustainability is uncontested. Taking data from the European Councill of the European Union, around 38% of the overall EU budget goes to the CAP and it is the biggest beneficiary sector of the EU. The current CAP covers the period 2014-2020 with the total ‚408.31 billion budget. There is not much left till we step into the new period which is not well-structured and properly observed yet. Bearing all these considerations in mind, the question arises how can the CAP support a 21st century European model of agriculture and lead to effective farming towards environmental sustainablity? According to the need and opportunities to use the work as the basic initial information for the European Commission, Common Agricultural Policy, certificates and reports, legal acts adopted and works by scientists.3. THEORETICAL FOUNDATIONS3.1 LISBON TREATY IMPLEMENTATION AND THE CAP EFFICIENCY The basic idea started in the 1964 when individuals of different subject fields decided to gather together and establish organisation called ћThe Club of Rome. The discusion on concern and responsibility for huanitie's future brought important challenges such as environmental change. In 1972 politicians, economists, scientists, financial experts and writers around the world published significant project based on the book ћLimits to growth which played a role of great symbolic importance. The initiator Dennis Meadows put together a team of 16 people who worked on this issue for few years. The question of the research brought a question into public: What is going to be in the future when the population is keep growing but the industrialization, pollution, food production and exploitation of natural resources continue unabated. According to Dennis Meadows in the book of ћLimits to Growth: ћOur goal was to provide warnings of potential world crisis if these trends are allowed to continue, and thus offer an opportunity to make changes in our political, economic, and social systems to ensure that these crises do not take place. The topic sparked peoples interest. The growing obvious effect played an important role in the social media and political agenda. The so-called Reform Treaty is known now as the ordinary legislative procedure. On the basis of the Treaty title XX-Environment article 191, Union policy on the environment is obliged to contribute objectives such as: preserving, protecting and improving the quality of the environment, protecting human health, prudent and rational utilization of natural resources and promoting measures at international level to deal with regional or worldwide environmental problems, and in particular combating climate change. However, Lisbon Treat was only primitive agreement between the countries of the EU. A major step was made by the COMAGRI when the implementation of the new ideas of the Common Agriculture Policy (CAP), EU's oldest common policy, was made. This Natural Order was made in 2013 with the implementation of four important aspects as greener farming practices including organic farming, research and the spread of knowledge, a stronger position for farmers in the food chain and fairer support system for farmers. This evidence had huge influence on the environmental sustainability.Bearing all these considerations in mind, the scientific literature indicates that the purpose of agriculture is not only to provide the population with the most necessary products but also to ensure the social development of the people working in the agricultural sector, as well as to pursue environmental goals - sustainable development concepts. The western industrial nations promotion of environment friendly production is stepping into the right direction. The CAP policy instruments such as direct payments (a lump sum given per hectare), market measures and rural development which provide a starting point for discussions on the shape of the policy. However, there are still existing unsettled issues regarding to the CAP reforms that I mentioned, such as climate change, distribution of farm subsidies and food production which must be controlled towards population concerns.
