Women and Reservation in Panchayat Essay

Abstract :

Democracy is not only a kind of governance. Total political participation of women with men is essential for success of democracy. Number of women in formal structure of politics is very less after six decades after independence. There are 33% reservation for active participation of politics of women in Gujarat state. In this politics, women who become president (Sarpanch) of Panchayat, member and chairperson of District Panchayat give their thumb impression keeping veiled themselves. Their position is like a doll whose guiding rope is kept with male persons. Here an attempt has been made in this paper to examine how her position and participation with reference to Gram Panchayat of Kheda district. Introduction :

Women are given political rights, equality and freedom equal to men by Indian Constitution. There is a freedom to serve in decision making by a member in active politics to each men and women in India. If we observe history of six decades after independence, we can see that, women have not utilized freedom as compared to men. Whether common women of India can utilize her constitutional rights in which president of India is a woman ? Whether she has received that position in which our constitution is claiming? Whether constitution of women is such, which should have ?

Whether women leadership can be seen in Gram Panchayats after 65 years after independence? Some women of upper class are only active in politics in order to our constitutional development. If common woman try to come forward in active politics by using her constitutional rights, she has to adhere (take support of) any male person of her family. Entry in active politics and legislative assembly of women depends very less on her own desire decision. She is taken into politics after her father or husband’s death to get votes by sympathy and compassion.

It is clear today that democracy is not only a kind of governance but it is a path of life. Total political participation of women with men is essential for its success. Number of women in formal structure of politics is very less after six decades after independence. But it should be noted that women are active in social activities and women movements.

Indian tradition accepts energy from (Shakti Swaroop) of women and women like Laxmibai, the queen of Zansi and Razia Sultan has been glittered in Indian History. But it is a real fact that women are not seen in politics in a regular course but seen as an exception. Women are far away from power. Very less women have taken power position in politics.

Many times, women do not part in active part in politics due to disgust of dirty politics but take active part in voluntary organizations.

Objective of the Study :

1.To examine participation and representation of women in Gram Panchayat. 2.To examine the causes of poor (less) participation and less representation of women in Gram Panchayat.  There are 33% reservation for active participation of politics of women in Gujarat State. In this politics, women who have become president (Sarpanch) of Panchayat, member and chairperson of District Panchayat give their thumb impression keeping veiled themselves. Their position is like a doll whose guiding role is kept with male persons. Here an attempt has been made in this paper to examine how her position and participation with reference to Umiyapur Gram Panchayat of Kheda District. Data and information are collected by taking personal interview of women members.

Collection of Data
Nature of Participation and representation of women in Umiyapur Gram
Panchayat :
Umiyapur is a village in remote area of Kheda District. Matter of right of equality to women as per men is acceptable in social thoughts of here. Total strength of the village is 1532 (2011 census), in which 753 are women. That means here are 753 women per 1000 men. Here birth of female child is not a respectable matter. 60% male and 40% women are literate in Umiyapur village.

According to our constitution there is no discrimination acceptable on the basis of any caste, greed, education, profession, sex or economic position for member of President of Gram Panchayat. Any person can be member or president (Sarpanch) of Gram Panchayat, if he deserves required qualification for that post. If we analyze election of last 15 years of Umiyapur Gram Panchayat, we can see that participation of women is very less. Their representation in 1996 election are there, where there was a female president (Sarpanch) but she was guided by her husband and Talati-cum-Mantri (Secretary) in administration of Gram Panchayat.

Woman Sarpanch was only signing on resolution. There was a reserve seat for S.C. woman and general seat for woman in 1996 election of Gram Panchayat. Smt. Shardaben Purshottam Vankar was elected on S.C. Seat and Smt. Anitaben Pramodkumar Patel was elected on General Seat. Both the women did not involved in any meeting nor administration. Resolution was sent to their home by peon from Talati-cum-Mantri and got them back after their respective signature.

In election of Gram Panchayat of 2001, Mrs. Champaben Dahyabhai Patel was elected on general seat and Smt. Dakshaben Kacharabhai Rohit was elected on SC Seat. They did not take part in any meeting nor administration of Gram Panchayat. In election of 2006, Anandben Kanubhai Patel was elected on General Seat and Minaben Vinodkumar Parmar was elected on SC Seat. Anandiben Kanubhai Patel resigned in between the term due to disgust of dirty politics of Gram Panchayat within six months, while Minaben Parmar did not remain present in any meeting of Gram Panchayat.

This picture is not for Umiyapur village only but many of the villages of Gujarat where this picture can be seen.

Reasons / Causes for less representation and participation of women in Gram Panchayat :

1)Psychological Reason :
Women victimize of Ill protection by their childhood. They are caused to accept or confirm that they are unable to work any more without protection of men. Due to this reason they cannot take any independent decision regarding their future. Adventure, capacity of leadership and self decision power are needed to be a public representative but, development of these characteristics have not been occurred among women.

2)Social Reason :
Indian Society is a traditional society. It is a male oriented society. Many talks are happened here regarding freedom of women and rights of equality. But majority of male persons and women also partisan of traditional domestic picture of women, that their scope is limited to four walls of home only. Hence, entry in political life of women is not socially considered fair (proper). So when a woman stands in an election, she does not get votes of men and women voters.

3)Economic Reason :
Women are dependent on men in Rural society. They are dependent on male persons for their family also. Election cannot be conquered without money. Hence due to not having economically independent she does not come in public life.

Suggestions :
On the basis of our study, we are in a position to make some suggestions to solve of the problems of less representation and participation of women in Gram Panchayat. 1.Education should be disseminated among women so that representation of women may increase. 2.Tries should be made so that women may become economically independent. Hence self-confidence are awareness will come which will inspire them to enter in active politics. 3.Active women organization should make women proper for taking independent decision, so that they can take political leadership on the strength of properness and efficiency.
