Today’s society is different to the one that existed not so many years ago. Our society is constantly changing. The most important characteristics of our era may be the transformation, transmission and dominion of information. We live in an information society where the leading role has been given to new technologies, especially those devoted to information. Our society could not be imagined without new technologies and their role both in this society and in human life in general.
Computers has become a way of life in today’s modern age, and it is evident that most of our country’s institutions and organizations still do not adapt the high tools and technology. One of them are hospitals, daily hospital transactions are still done on paper.
Automation of processes has brought about efficiency and speed. Speedy performance of tasks has saved human effort and time. According to Mott (2015), making the evolution from manual to computerized billing can transform the way a medical, dental or veterinary practice handles its procedures as well as its data. As added, handling patient billing digitally doesn’t remove the need for all forms of paper records, but it does simplify the task of centralizing and standardizing the recordkeeping process. Also, it reduces the need of cabinet and shelves to store information, records, and data. Computerized billing system can keep your records and data securely from unauthorized access.
According to Nelson (2013), an automatic payment posting can significantly reduce staff work. He also added that manual payment posting is an inefficient use of resources.
Framework of the Study
This study is conducted based on the following assumptions: That Bacnotan District Hospital will used the proposed system; and that the current billing process is manually and now requires automation. To support Bacnotan District Hospital to be effective in carrying out daily hospital task in terms of hospital billing process, this study use three frameworks as basis and foundation in the development of this capstone project. This study is guided by the following ideas:

Specifically, this study aims to answer the following:

3. What is the difference between the manual system to the proposed system?
4. The determination of level of usability of the Billing System of Bacnotan District Hospital with the following questions:
a. How efficient is the developed Billing System of Bacnotan District Hospital?
b. How helpful the developed Billing System of Bacnotan District Hospital is?
c. Is the developed system of Bacnotan District Hospital controllable?
d. Does the developed Billing System of Bacnotan District Hospital easy to learn? This study will benefit future researchers who wish to have similar studies as they can get information from this study which will give them ideas to improve their research. User friendly, time effective and efficient.
Definition of Terms
According to Robson (1993), research can be categorized into different types depending on the nature of the purpose or research problem. Saunders et al. (2000) note that more than one purpose can be employed in a study. In this study, the researcher made use of the descriptive and developmental research.
The objective of descriptive research is to portray an accurate profile of a person, event or situation, and may be an extension of a piece of exploratory research (Robson, 1993). Zikmund (2000) elucidates descriptive research as, when research problem is known but the researcher is not fully aware of situation. The simplest descriptive study concerns a univariate question or hypothesis in which we ask about the size, form, distribution, or existence of a variable (Cooper and Schindler, 2003). According to Zikmund (2000), descriptive research answers who, what, when or how much questions and do not give any explanation for the cause of the findings.
This study was conducted at Bacnotan District Hospital. The distribution of respondents is shown on
Table 1. Data Collection and Instrumentation
According to Saunders et al (2000), most research questions are answered using some combination of secondary and primary data and it is the same for this research. Data collection process consisted of three stages in this study.
The first stage includes using literatures as secondary data, which was explained in the previous chapter. In the second stage, primary data was gathered through interviews within Bacnotan District Hospital to find out their view and refine this research in order to be more relevant. In this stage, experts among the staff of the hospital who were non user of Computerized Billing System but familiar with the system were interviewed, being asked with “open-ended questions”. The purpose of this stage is to gather suggestions and opinions for the betterment of this study.
During the third stage, primary data was collected through distributing checklists and questionnaires within Bacnotan District Hospital. This determines the ICT resources of the hospital, its billing policies and procedures.
The Rapid Application Model as shown in Figure 2 will be used in the development of the Document Management System of Municipality of Bauang. As the name suggests, Rapid Application Development (RAD) model is an incremental software process model that focuses on short development cycle time. This model is a “high-speed” model which adapts many steps from waterfall model in which rapid development is achieved by using component based construction approach.

In case if project requirements are well understood and project scope is well known then RAD process enables a development team to create a fully functional in short period of time. RAD model is like other process models maps into the common and major framework activities. These are the phases of RAD Model: Communication is an activity which works to understand the business problem and the information characteristics that should be accommodate by the software. In RAD model Planning is required because numerous software teams works in parallel on different system functions. Modelling includes 3 major phases: Business modeling; Data modeling; Process modeling Construction focuses mainly on the use of existing software components and the application of automatic code generation. In the last stage Deployment establishes a basis for subsequent iterations if necessary.
